Austin issued 26 building permits on one day, Oct. 14, 2026, for what looks like a new 402-apartment community on West State Highway 71 in Southwest Austin (ZIP 78735), and every one of them carries the same $1,000,000 valuation, down to the trash enclosure. According to ATX Things' read of city permit records and a state filing, the $1 million is a placeholder, not a cost, so don't add the column up.

What did the city actually approve on Oct. 14?

Twenty of the permits are at 8900 W SH 71 and six are at 9119 Old Bee Caves Road. All 26 are "Building Permit / New," issued Oct. 14, marked "Commercial Expedited Review โ€“ [APPROVED]," with OHT Construction LLC as contractor, in Council District 8. This is our tally from the permit records, as of the database sync on Oct. 19.

What the permit coversAt 8900 W SH 71At 9119 Old Bee Caves Rd
Apartment buildings15 (8,781 to 38,582 sq ft each; 370,279 sq ft total)4 (13,218 to 38,582 sq ft each; 115,312 sq ft total)
Clubhouse / leasing / fitness / co-working building1none listed
Pool pavilion (945 sq ft)1none listed
Maintenance and dog-spa building (1,416 sq ft)1none listed
Trash enclosure (1,620 sq ft)11
Lift station enclosure (780 sq ft)11

Add the apartment buildings at both addresses and you get 485,591 square feet, our arithmetic from the permit descriptions. The state filing below says 496,006 for the whole project. Several building sizes repeat across the two addresses (13,218, 24,992, 38,520 and 38,582 sq ft), which fits one set of plans used twice. That is an inference. Nothing in the city records says the two addresses are one project, and we have not confirmed it with the developer.

Why does every permit say $1,000,000?

Because the number is a stand-in. A 780-square-foot lift station enclosure and a 38,582-square-foot apartment building are not both a million-dollar job. Twenty-six permits at $1.0M would "sum" to $26 million, which would understate the project against the $40 million the owner reported to the state.

Pro Tip

When a batch of permits all show the same round valuation, read the square footage in each permit's description instead. That is the part of the record that varies, and it is the part that tells you what is being built.

The only cost figure with an author is the state one. The owner, OHT Dev Holding, LLC, registered the project with the Texas Department of Licensing and Regulation on June 23, 2025 under the working name "Lenox Hwy 71 (TBD)." It lists 402 units, 496,006 square feet, an estimated cost of $40,000,000, a start date of March 1, 2026 and a completion date of July 1, 2028. The scope reads "Garden style apt building with 402 units - townhomes and 3 story buildings." Those are the owner's own estimates on a registration form, per the state filing (TABS2025021839, status "Review Complete").

Is this the project that broke ground Oct. 6?

Probably, though no single source says so. The trade press reported on Oct. 6 that OHT Partners broke ground on The Barton, a 402-unit community at 8956 W. State Highway 71 with three-story garden buildings and 30 two-story townhomes. Connect CRE reports one-, two- and three-bedroom units of 702 to 1,584 square feet, and first residences in the first quarter of 2028 with completion in the fourth quarter of 2028. Hoodline, citing Community Impact and an OHT press release, dates the start of construction to Tuesday, Oct. 6.

What matches: the developer, the 402 units, the architect (Meeks + Partners on both the state filing and the press account) and the stretch of SH 71. What doesn't: the street number (8900 in city and state records, 8956 in press) and the finish date (July 2028 in the state filing, fourth quarter 2028 in press). We read the permits and the press account as the same project; we have not seen anything that says so in as many words.

What else is on file at that address?

A city site plan, "Marx Multifamily" (SP-2025-0080C), is filed at 8900 W SH 71. It was applied for Feb. 28, 2025, covers "multifamily development along with associated improvements," and lists the existing zoning as MF-4, the land as undeveloped, the watershed as Barton Springs Zone and proposed impervious cover at 25 percent. The applicant is 360 Professional Services, not OHT, and our copy of the record was last refreshed May 22, 2026, when its status was "In Review." Treat the name and status as unconfirmed and check the city's own page before relying on either.

Heads Up

A permit is a permission to build, not a finished building and not a lease-up date. The 2028 dates above are the owner's and the press's estimates.

If you live or work nearby, where do you look this up?

The easy way to miss this project is to look in the wrong place. These permits have no map coordinates in our database, and Austin Local Team's ZIP 78735 page says its count of new residential buildings is estimated from mapped locations. As of that page's Oct. 20, 2026 rollup, it showed 762 construction permits issued in 78735 in the past 12 months, 2 of them new residential buildings, plus 8 site-plan applications and 19 TDLR project registrations. Those are counts of filings, not a description of any street or home. The 19 apartment buildings above may not be in that "2", so search by street address, not by the ZIP count.

What do we still not know?

  • Whether 9119 Old Bee Caves Rd is part of the same community.
  • Why the state filing and press give different street numbers.
  • Rents, a leasing date or an opening name. None has been published that we found.
  • Whether the Marx Multifamily site plan is this project's.

We have not visited the site and have not contacted OHT Partners; we will update this piece if the developer or the city clarifies.
